Dubai Plastic Ban – Regulations, Fines & Implementation

In a groundbreaking move towards environmental preservation, Dubai is set to ban single-use plastic bags and products starting January 1, 2024. The visionary decision comes through an Executive Council Resolution (No. 124 of 2023) issued by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of Dubai. The resolution aims to safeguard the environment, foster an eco-friendly lifestyle among residents, and promote the widespread adoption of reusable products for sustainable development.

The ban extends beyond traditional single-use plastic items, encompassing both plastic and non-plastic disposable products, recycled or not. This includes various items such as plastic containers, thick plastic bags, food delivery packaging materials, fruit and vegetable wrapping, as well as packaging materials used for plastic bottles, snack bags, wet wipes, balloons, and balloon sticks.

The regulations apply to sellers and consumers throughout the Emirate of Dubai, covering private development zones and free zones, including the Dubai International Financial Centre.

Dubai Municipality takes a central role in the implementation of the resolution. Collaborating with relevant entities, it is tasked with organizing awareness campaigns to educate and motivate the community to reduce plastic usage. The municipality will also encourage sellers to actively support projects, initiatives, and programs dedicated to reducing plastic consumption while promoting the availability of reusable alternatives.

To ensure compliance, violators of the resolution will face a fine of Dh200. In case of repeated violations within a year, the penalty doubles, with a maximum not exceeding Dh2,000 when doubled. Those who disagree with the decisions taken against them can submit written grievances to the Director-General of the relevant government department responsible for licensing economic activities in the emirate within ten working days from the date of notification. A committee, formed for this purpose, will resolve the complaint within ten working days from its submission, with the decision being deemed final.

This significant resolution not only establishes a clear directive for environmental sustainability but also emphasizes the importance of collective responsibility in preserving the planet. By implementing these measures, Dubai is taking a giant leap towards fostering a culture of mindful consumption and sustainable living. The resolution is set to take effect on January 1, 2024, marking a new era in Dubai’s commitment to a greener and more sustainable future.
